    The concept of defense resource is the coordinated use of multiple security countermeasures of preventing an attack,or minimizing the damage of an attack.The strategy is based on the military principle that it is more difficult for an enemy to defeat a complex and multi-layered defense resource system than to penetrate a single barrier.It is given that the sole objective is to protect the country from foreign military aggression, the fundamental role falls on the ground troops and, above all, on the gigantic mass of combatants from the people, a force that it is possible to maintain with a limited expenditure of material resources. Preventing war and conflicts by establishing a sustainable defense resource and deterrence capability.e.g. by preventing an enemy from conquering territory. Thus, if a party attacks an enemy who is about to attack that party, this could be called defense resource. However, this leaves room for interpretation.Also defensive are guns, rockets, etc. with a range within the party's territory: they can only attack an attacker. If the weapon is mobile it may also be used in an attack, after moving it. defense resource may also be a euphemism for war, such as Ministry or Department of Defence. There are four different roles for military operations for Defence againstTerrorism.

    The 4 roles are:

    * Anti Terrorism, Counter terrorism essentially defensive measures.

    * Consequence Management, which is dealing with, and reducing, the effects of a terrorist attack once it has taken place.

    * Counter Terrorism, primarily offensive measures.

    * Military Co-operation.

    * Defense resource needs to take the lead in implementing a national compaign to educate the public on national security needs.

    The Department of defense resource should establish a Strategic defense Resouce plan encompassing all elements of the total force: military, civilian, and private sector personnel. The defense resource strategic plan should identify the tools necessary to size and shape the force - to infuence the quality, commitment, skills and training.The task force reviewed a variety of studies, including some that are ongoing, addressing issues related to the defense resource challenges.The task force recommends that the department place priority focus on attracting and retaining the needed military personnel who are motivated and qualified to serve and lead. one element of this task involoves communicating more effectively to the force about the importance of todays diverse military operations.
